Mons. Ignazio Panzavecchia was born in Isla on 21 November 1855. He became a priest in 1879, while in 1891 he was chosen for the first time in the Government Council.

He was the founder of the Unione Politica Maltese Party which won the majority of votes in the 1921 election.
